The Shimla municipal authority announced stricter licensing and inspection norms for private schools and early childhood centres to improve quality and safety.

Shimla’s education department issued a directive on Monday that will raise the standards for all private schools and early childhood centres operating in the city. The new framework mandates renewed licences, periodic safety audits and adherence to a revised curriculum checklist aimed at aligning with state educational goals.
The order also requires institutions to submit detailed staff qualification records and maintain child‑to‑teacher ratios as prescribed by the Himachal Pradesh Board of School Education. Non‑compliance will attract penalties, including suspension of operations until corrective measures are verified.
Officials said the move responds to growing concerns from parents and civil society groups about inconsistent quality and safety lapses in some privately run establishments. The department will conduct surprise inspections over the next three months to ensure immediate implementation.
The regulation applies to schools offering primary education as well as nurseries and play‑schools that cater to children below six years. Authorities have promised to provide a clear timeline and assistance to schools for smooth transition to the new norms.
