Massive Statewide Protest on November 6 to Protect Reservation Rights

Government Negligence Responsible for Cancellation of 56% Reservation: Hanumanthappa Kakaragal

NEED 24 NEWS

Raichur: A massive statewide protest will be organised simultaneously at all district headquarters on November 6, demanding the protection of reservation rights for Scheduled Castes (SCs) and Scheduled Tribes (STs), along with the fulfilment of 15 major demands.

This was announced by Hanumanthappa Kakaragal, State Organising Convenor of the Dalit Sangharsha Samiti (founded by Prof. B. Krishnappa).

Addressing a press conference held at the Travellers' Bungalow on Wednesday, he said that the protest in Raichur would commence at 10:30 AM at Dr. B.R. Ambedkar Circle. He appealed to Dalit organisations, community leaders, activists and members of the public to participate in large numbers.

He explained that the previous government had increased reservation for Scheduled Castes from 15% to 17% and for Scheduled Tribes from 3% to 7%, raising the overall reservation quota to 56%. However, the Karnataka High Court, on October 12, 2026, struck down the Reservation Enhancement Act, 2022, citing violations of Articles 14 and 15 of the Indian Constitution.

Kakaragal urged the State Government to take the High Court's verdict seriously. He demanded that Chief Minister D.K. Shivakumar appoint competent legal experts to represent the government's case and take immediate steps to challenge the High Court's decision before the Supreme Court.

He further urged the State Government to put pressure on the Central Government to include the enhanced reservation provisions in the Ninth Schedule of the Constitution to ensure constitutional protection.

The 15 major demands include the implementation of internal reservation, filling up backlog vacancies, proper utilisation of SCSP/TSP funds, and ensuring adequate representation for Dalit communities in government employment. He demanded that the government fulfil all these demands without further delay.

He also demanded that the late Prof. B. Krishnappa, a veteran Dalit movement leader and founder of the Karnataka Dalit Sangharsha Samiti, be posthumously honoured with the prestigious 'Karnataka Ratna' award. He further urged the government to declare his birth anniversary a public holiday across the state.

Kakaragal appealed to the people of Raichur district to participate in large numbers and make the statewide protest a grand success.

On this occasion, Taluk Convenor Shivaraj Kori Ganajali and office-bearers Nagaraj Bheri, Rangappa Nayak Bunkaladoddi, Basavaraj Huligudda, Shivappa Chinchodi, Chidananda, Salim Arakera, Bhagavanta Bheri, Jani Bhai, Yasu Masarakal, Isub and others were present.
