The Tamil Nadu State Wetland Authority argued before the Madras High Court that construction activities around the Pallikaranai marshland should be subject to regulation rather than an outright ban.

The Tamil Nadu State Wetland Authority (TNSWA) appeared before the Madras High Court to contend that a blanket prohibition on construction near the Pallikaranai marshland is unnecessary. The authority maintained that existing environmental safeguards can be strengthened through targeted regulations, allowing limited development while protecting the wetland's ecological functions.

Pallikaranai marshland, located on the outskirts of Chennai, is recognised as a vital urban wetland that supports biodiversity and acts as a natural flood buffer. TNSWA emphasized that the wetland’s status does not preclude all construction, but that any activity must comply with strict guidelines to prevent degradation.

The court hearing focused on balancing developmental pressures with environmental preservation. While the final order is pending, the authority’s submission signals a shift from an outright ban to a regulatory framework aimed at sustainable land‑use planning around the marshland.
