In its statement, the KHRC highlighted the need to examine safety protocols, road conditions and the conduct of involved parties to determine whether any negligence contributed to the tragedy.
The commission has announced that it will form a special committee to review evidence, interview witnesses and recommend corrective measures to prevent similar incidents in the future.
