Goa Assembly Removes Leprosy References from Child Law to End Stigma

The Goa Legislative Assembly has passed a bill that strips all references to leprosy from the state's child welfare legislation. Lawmakers said the amendment is intended to remove a source of discrimination that has persisted for decades. By deleting the outdated language, the state hopes to align its legal framework with modern public‑health approaches that treat leprosy as a curable condition.

Health experts and civil‑society groups welcomed the move, noting that the presence of leprosy terminology in child law can reinforce negative stereotypes and hinder affected families from seeking timely medical care. The amendment is expected to simplify the implementation of child‑protection programs without the burden of stigma.

The bill now proceeds to the governor for assent, after which the revised provisions will be notified and come into force. Officials anticipate that the change will contribute to broader efforts across India to destigmatise leprosy and improve access to treatment for those affected.
