Delhi to Digitise Cinema Licensing, Ending Multi‑NOC Requirement

Delhi government has rolled out a new SOP that will allow cinema halls and multiplexes to obtain their cinematograph licenses online, eliminating the need for multiple NOCs from different departments.
The Delhi administration has announced a new standard operating procedure that will streamline the process of obtaining cinematograph licences for cinema halls and multiplexes. Under the revised system, operators can now apply for and receive licences entirely online, removing the previous requirement to secure separate NOCs from multiple government departments.
The move is aimed at simplifying compliance and speeding up approvals. Earlier, owners had to navigate a complex web of approvals from the municipal corporation, the health department, the fire safety authority and others. The new SOP consolidates these steps into a single digital application.
Officials say the change will reduce paperwork, cut down processing time and encourage investment in the city’s cinema infrastructure. The online portal is expected to be live in the coming weeks, with detailed guidelines and application forms available on the official website.
