Delhi Mandates 50% Deposit Before Court Challenge to E‑Challan

The Delhi traffic authority has revised e‑challan rules, requiring motorists to pay half of the fine as a deposit before approaching a court. The change aims to curb frivolous litigation and speed up fine recovery.
The Delhi Traffic Police announced a revision to the e‑challan procedure effective immediately. Under the new directive, any motorist who wishes to contest a traffic fine in court must first deposit 50% of the stipulated amount with the traffic department. The deposit is refundable only if the court rules in the driver’s favour; otherwise it is retained as part of the penalty.
Officials say the measure is intended to deter baseless challenges and ensure that the judicial system is not clogged with cases lacking serious merit. The deposit can be made online through the official traffic portal or at designated traffic police stations across the city.
Motorists are advised to retain the receipt of the deposit, as it will be required during the court hearing. The revised rule applies to all e‑challans issued for violations such as overspeeding, signal jumping, and illegal parking, and will remain in force until further notice.
