The Andhra Pradesh High Court held that a Mandal Parishad Development Officer cannot refuse to implement resolutions passed by the elected Mandal Parishad President.

The Andhra Pradesh High Court delivered a judgment clarifying that a Mandal Parishad Development Officer (MPDO) is obligated to implement resolutions passed by the elected Mandal Parishad President (MPP). The bench emphasized that the MPDO, as a government functionary, must carry out the decisions of the local elected body unless they are illegal or unconstitutional.

The ruling arose from a petition challenging an MPDO’s refusal to execute a resolution related to local development projects. The court ordered the officer to comply with the MPP’s directive and warned that failure to do so could lead to contempt proceedings.

Legal analysts noted that the decision strengthens the authority of elected rural bodies and provides clear guidance on administrative accountability in the state's Panchayati Raj system.
