On Tuesday, a public hearing was convened at the Khandwa Collectorate in Madhya Pradesh. A young protester, identified as Deepak alias Mullu Rathore, entered the venue wearing a full‑face dog mask, a visual statement meant to highlight his grievance.
The masked individual alleged that the Khandwa Municipal Corporation had engaged in irregularities and financial misappropriation in its stray‑dog sterilisation (badhiyakaran) scheme. He claimed that contracts were awarded without transparency and that funds earmarked for the programme were being siphoned off.
Local officials present at the hearing asked the protester to present any documentary evidence to support his claims. The collector’s office noted that the matter would be forwarded to the relevant oversight bodies for further investigation.
