The Telangana government has issued comprehensive new guidelines governing the use of animals such as rats, mice and monkeys in research labs, aiming to enhance welfare and oversight.

The state government of Telangana, through its Department of Animal Husbandry and Fisheries, released a set of stringent rules today to regulate the use of laboratory animals across research institutions. The guidelines cover a range of species, from small rodents like rats and mice to larger primates such as monkeys, and apply to both public and private labs.
Key provisions require every institution to obtain a license from the state animal welfare board, set up an Institutional Animal Ethics Committee, and maintain detailed records of animal numbers, housing conditions and experimental procedures. Mandatory standards for cage size, enrichment, anesthesia, pain relief and humane euthanasia have also been codified, with periodic inspections planned to ensure compliance.
The move is intended to bring Telangana's practices in line with the national Prevention of Cruelty to Animals (PCPA) Act and the Committee for the Purpose of Control and Supervision of Experiments on Animals (CPCSEA) guidelines, addressing long‑standing concerns raised by animal‑rights groups and the scientific community.
While many researchers welcomed the clarity the rules provide, they cautioned that the transition period—set at six months before full enforcement—could strain ongoing projects. Animal welfare NGOs, on the other hand, praised the state for taking a proactive stance on ethical research.
The regulations will become effective from 1 December 2026, after which any non‑compliant laboratory may face penalties including suspension of research activities and fines.
