The government has introduced stricter fines for contractors failing to fix highway black spots, but progress on repairs remains sluggish.

The Ministry of Road Transport and Highways has rolled out a new penalty framework aimed at contractors who do not promptly address identified black spots on national highways. Under the scheme, contractors face higher financial sanctions if they miss stipulated timelines for remedial work, signalling a tougher regulatory stance on road safety.

Black spots—sections of highway where accident rates are unusually high—have long plagued India's road network, prompting calls for faster corrective action. The new rules are intended to compel faster completion of safety upgrades such as resurfacing, proper signage and drainage improvements.

However, field reports indicate that the pace of repairs has not accelerated as expected. Several high‑traffic stretches still show visible damage and inadequate maintenance, suggesting that the punitive measures have yet to translate into tangible progress on the ground.

Authorities say they are enhancing monitoring mechanisms and will publish compliance data to pressure contractors further, but observers warn that without adequate resources and oversight, the lag in repairs may persist.
