Prime Minister Narendra Modi warned that while the armed Naxal insurgency has waned, the ideological challenge remains and called for a concerted effort against ‘Dimagi Naxals’.

Prime Minister Narendra Modi highlighted that the armed phase of the Naxal movement has largely subsided, but the underlying ideological currents continue to pose a security concern for the nation. In his remarks, he used the term “Dimagi Naxals” to describe individuals and groups propagating left‑wing extremist ideas without resorting to violence. Modi urged central and state authorities, as well as civil society, to intensify efforts in counter‑ideology, education and community engagement to prevent the spread of such thinking.

The Prime Minister emphasized that a comprehensive strategy is required, combining intelligence monitoring, de‑radicalisation programmes and the promotion of inclusive development in affected regions. He warned that ignoring the ideological dimension could allow the movement to re‑emerge in new forms, threatening public order and national unity.

Modi’s call comes amid ongoing debates about the best approach to address the remnants of the Naxalite challenge, with experts suggesting that a blend of security measures and socio‑economic initiatives is essential. The government has pledged to allocate additional resources to strengthen these dual tracks, aiming to neutralise the influence of “Dimagi Naxals” across the country.
