Maharashtra aims to become India’s first tokenised state, says Devendra Fadnavis

Deputy Chief Minister Devendra Fadnavis announced that Maharashtra will pilot land tokenisation, targeting the launch of India’s first tokenised state framework.
Deputy Chief Minister Devendra Fadnavis told reporters that Maharashtra is moving ahead with a land tokenisation project that could make the state the first in India to adopt a blockchain‑based property registry. The initiative is part of the state’s broader digital‑economy push and aims to create transparent, immutable records of land ownership.
Tokenisation will convert physical land parcels into digital tokens on a secure ledger, allowing faster transfers, reduced fraud and easier access to credit for owners. The government plans to pilot the system in select districts before scaling it statewide.
Officials said the project will involve collaboration with technology firms, financial institutions and the state’s land records department. A detailed roadmap is expected to be released within the next few weeks, with the pilot slated to begin early next year.
If successful, Maharashtra’s model could be replicated by other states seeking to modernise land administration and attract investment through greater certainty in property rights.
