The Karnataka government has issued a circular making app-based attendance mandatory for contract and outsourced employees starting December 1, with salary payments linked to digital records from January 2027.

Bengaluru, October 18: Contract and outsourced employees working in Karnataka government departments and offices are required to record their attendance through the ‘Kartavya’ app from December 1, according to a government circular dated October 17.

The circular directs authorities to complete the registration of all eligible employees by November 25. This measure aims to bring uniformity and accountability to attendance records, which are currently maintained manually or through separate systems in several offices.

From January 1, 2027, salaries of contract employees will be paid only on the basis of attendance recorded in the app. Consequently, bills from outsourcing agencies must be accompanied by app-generated attendance reports to qualify for payment.

The instructions also cover government-controlled boards, corporations, authorities, and other government-funded institutions. Department heads and Drawing and Disbursing Officers will be personally responsible for compliance, with the circular warning that any lapses will be viewed seriously.
