The Jammu and Kashmir administration has delegated Drawing and Disbursing Officer (DDO) powers to educational institutions that currently lack a head, aiming to streamline financial operations.
The state government of Jammu and Kashmir issued an order delegating Drawing and Disbursing Officer (DDO) powers to a number of educational institutions that are presently operating without a principal or head. The move is intended to ensure that routine financial transactions, such as salary disbursements and procurement, can continue without administrative bottlenecks.
Under the new directive, the designated DDOs will handle fund releases, maintain accounts, and oversee expenditure in accordance with existing financial rules. Officials said the delegation will prevent delays in salary payments to staff and the procurement of essential supplies, which have been hampered by the absence of institutional heads.
The decision follows a series of administrative challenges faced by several colleges and schools after the removal or resignation of their principals. By assigning DDO authority directly, the government aims to maintain continuity of services while a permanent appointment process is underway.
Education department sources indicated that the order will be implemented immediately, with each affected institution receiving a formal notification. The government has also instructed the DDOs to report regularly on financial activities to ensure transparency and compliance.
