The Jammu and Kashmir administration has approved the implementation of Class‑IV Service Rules to regularise casual and contract personnel employed by urban local bodies, aiming to provide them with permanent status and benefits.

The Jammu and Kashmir government has formally adopted the Class‑IV Service Rules for the regularisation of casual and contract personnel serving in the state's urban local bodies (ULBs). The decision, announced through an official circular, seeks to convert temporary staff into permanent employees, granting them the same salary structure, pension rights, and other statutory benefits as regular officers.

Under the new framework, workers currently engaged on a casual or contract basis will undergo a verification process to assess eligibility for regular appointment. Those meeting the criteria will be absorbed into the Class‑IV cadre, which is the entry‑level grade for many administrative and support positions in the public sector.

The move is expected to address long‑standing concerns about job security and welfare among ULB staff, while also improving service delivery by stabilising the workforce. State officials indicated that the regularisation will be phased in over the coming months, with detailed guidelines to be issued shortly.

By aligning ULB employment practices with the broader state civil service structure, the government aims to create a more uniform and accountable system of urban governance. The policy reflects a broader trend across Indian states to formalise the employment of large numbers of contract workers in municipal administrations.
