The Haryana government announced plans to introduce a Service Security Act in 2026 that will provide job protection for guest faculty in state‑run institutions.

The state government of Haryana said it will draft legislation called Service Security Act 2026 aimed at extending job security to guest faculty employed on a contractual basis in government colleges and universities.
The proposal comes amid growing concerns over the precarious employment conditions faced by contract teachers, who currently lack the tenure and benefits enjoyed by regular staff.
Officials indicated that the bill will outline criteria for conversion of guest appointments into permanent positions, along with safeguards against arbitrary termination.
The draft is expected to be presented to the state cabinet later this year, after which it will be tabled in the Haryana Legislative Assembly for discussion.
If passed, the act will mark a significant policy shift in the state's higher‑education sector, aligning faculty employment terms with broader national calls for academic stability.
