Green budgeting involves assessing the climate impact of all government spending and prioritising projects that deliver low‑carbon or climate‑resilient outcomes. By quantifying emissions associated with various programmes, policymakers can redirect resources toward renewable energy, sustainable transport, afforestation and other climate‑friendly initiatives.
IEEFA notes that Jharkhand, a state heavily reliant on mining and coal, stands to benefit from such an approach as it seeks to balance economic development with environmental stewardship. The recommendation comes as the state’s finance department prepares its next fiscal plan, and officials have expressed openness to exploring climate‑aligned budgeting frameworks.
