The government has invoked GRAP-1 for Delhi-NCR, imposing bans on public gatherings and permitting only essential services from November 1.
The central government has formally invoked the General Restrictions and Administrative Provisions (GRAP) – Phase 1 for the National Capital Region. The order, which comes into force on 1 November, places a blanket ban on public processions, rallies, demonstrations and the use of loudspeakers in open spaces.
Essential services such as healthcare, food distribution, public transport and utilities are exempted and may continue operating under normal protocols. Law‑enforcement agencies have been instructed to enforce the curbs strictly and to issue notices to any group violating the restrictions.
Authorities have also warned that any breach of the GRAP‑1 guidelines could attract penal action, including fines and arrest. The move aims to pre‑empt potential unrest and ensure public order ahead of upcoming political events in the capital region.
