Goa’s Parallel Tourism Surges, Raising Tax Evasion Concerns

Goa’s tourism officials have flagged a noticeable rise in what is being described as parallel tourism – a shadow segment that operates outside the official registration system. The trend is evident from an increase in accommodations and travel services that do not appear in government records, leading to a pool of visitors whose presence is not documented.

The lack of registration means that a sizable number of guests are effectively invisible to tax authorities, resulting in unpaid taxes that could otherwise support the state’s infrastructure and public services.

State revenue officers have warned that the unchecked growth of this informal sector could erode the fiscal base that funds coastal maintenance, waste management, and other tourism‑related amenities.

While the tourism department is stepping up inspections and urging operators to regularise their status, it has not disclosed specific figures on the scale of revenue loss, emphasizing the need for stricter compliance and better data collection.
