Delhi to deny fuel to vehicles without valid PUCC from Oct 1 amid pollution curbs

From October 1, Delhi will stop supplying fuel to any vehicle that does not have a current Pollution Under Control Certificate, a measure aimed at curbing the upcoming winter pollution spike.
Delhi's air quality agencies have announced a set of stringent measures to tackle the expected rise in pollution during the winter months. The most notable step is the refusal to dispense fuel to any vehicle that cannot produce a valid Pollution Under Control Certificate (PUCC) after October 1.
The PUCC, a certificate confirming that a vehicle meets emission norms, must be renewed annually. Under the new rule, fuel stations will be instructed to check the certificate before dispensing petrol or diesel, and any vehicle lacking a current PUCC will be turned away.
Transport officials say the move is intended to push owners to keep their vehicles well‑maintained and to remove heavily polluting cars from the roads before the season when particulate matter typically spikes. The deadline gives owners a short window to renew their certificates.
The Delhi government has warned that non‑compliance could attract penalties, and it is coordinating with fuel distributors and traffic police to ensure smooth enforcement.
