Delhi Bans Non-BS-VI Vehicles from Nov 1, Enforces ‘No PUC, No Fuel’ Rule

From 1 November, Delhi’s Winter Action Plan prohibits entry of non‑BS‑VI vehicles and imposes a ‘no pollution‑under‑control certificate, no fuel’ policy for violators.
The Delhi government’s Winter Action Plan took effect on 1 November, barring all non‑BS‑VI registered vehicles from entering the National Capital Region. The measure aims to curb air‑pollution during the winter months by ensuring that only vehicles meeting the latest emission standards operate in the city.
In addition to the entry ban, authorities have introduced a ‘No PUC, No Fuel’ directive. Fuel stations are instructed to refuse service to any vehicle that cannot produce a valid Pollution Under Control (PUC) certificate at the point of sale. The rule is intended to enforce regular emission checks and deter owners of older, polluting cars.
Transport officials said compliance will be monitored through roadside checks and digital verification of vehicle registration data. Violators are liable to fines and possible seizure of the vehicle. The government has urged commuters to switch to BS‑VI compliant cars or use public transport to avoid inconvenience.
The ban applies to private cars, two‑wheelers and commercial vehicles that have not been upgraded to BS‑VI standards. Vehicles that meet the criteria will continue to operate without restrictions.
