The Bihar government has begun deliberations on amending the Cooperative Act and rules to implement the 2026 Cooperative Policy, aiming to grant societies greater authority and self‑reliance.
Bihar's Department of Cooperation has launched a consultative process to revise the state's Cooperative Act and accompanying regulations. The changes are intended to operationalise the Bihar Cooperative Policy 2026, which seeks to expand the decision‑making powers of registered cooperative societies.
Officials say the amendments will streamline governance, allow societies to manage larger financial transactions, and reduce reliance on external agencies. By granting more autonomy, the government hopes to make cooperatives more self‑sufficient and better positioned to serve rural economies.
The initiative was outlined by the state's cooperative minister, who emphasized that stronger cooperatives will boost agricultural marketing, credit access, and local entrepreneurship. Stakeholders from the sector have been invited to submit feedback before a draft bill is presented to the state cabinet.
If approved, the revised framework will be rolled out in phases, with training programs for cooperative leaders and monitoring mechanisms to ensure compliance. The move aligns with broader state efforts to strengthen grassroots institutions and promote inclusive growth.
