A recent Times of India report ranks Indian states on how easy it is to own a vehicle, with Andhra Pradesh and Kerala at the top and Uttar Pradesh and Bihar at the bottom.
The Times of India published a study that evaluates the ease of vehicle ownership across India's 28 states and 8 union territories. The index combines factors such as registration fees, road tax, insurance costs, and the procedural time required to obtain a driving licence and vehicle registration. \n\nAndhra Pradesh and Kerala emerged as the most favourable jurisdictions, scoring highest on the composite index. Both states have streamlined registration processes, lower tax rates, and digital platforms that reduce paperwork, making vehicle purchase and ownership comparatively inexpensive and quick. \n\nConversely, Uttar Pradesh and Bihar recorded the lowest scores, reflecting higher registration charges, complex bureaucratic steps, and limited online services. The report notes that these hurdles increase the overall cost of owning a car or two-wheeler in the two northern states. \n\nPolicy analysts suggest that the findings could prompt lagging states to adopt reforms similar to those in Andhra Pradesh and Kerala, aiming to boost vehicle sales and improve road‑transport efficiency.
