Allahabad HC Bans Hookah Sales in Restaurants, Stops Hookah Bars in UP

The Allahabad High Court issued a ruling today that bars the sale of hookah in restaurants and the operation of dedicated hookah bars throughout Uttar Pradesh. The court cited violations of the Cigarettes and Other Tobacco Products Act (COTPA), a central law that restricts the sale and consumption of tobacco products in public places.

Under the ruling, any establishment that offers hookah as part of its menu or operates a separate hookah bar must cease such activities immediately. The decision applies to all restaurants, cafés and bars within the state’s jurisdiction.

The court’s order is expected to affect a large number of hospitality venues that have traditionally sold hookah to patrons. Owners will need to adjust their menus and business models to comply with the new directive.

The ruling follows a growing national push to curb tobacco use, especially among young people. While the court did not specify a timeline for enforcement, it warned that non‑compliance could lead to penalties under COTPA.
