The decision, which will be implemented through a municipal ordinance, is expected to limit speculative purchases and preserve land for agricultural and residential use by the community.
Officials said the new rule will be enforced by the local land registry, with penalties for violations. The move has drawn both support and criticism from neighboring districts, some of whom fear it may deter investment.
"We want to safeguard our heritage and ensure that land remains in the hands of those who will use it for the community’s benefit," a resident spokesperson said.
The ordinance will take effect next month, pending final approval from the district administration.
